TL-ABC Launches Call for Proposals: Advocacy Agenda 2025

The Timor-Leste – Australia Business Council (TL-ABC) is pleased to announce a call for proposals from qualified consultants or consultancy firms to design and deliver our first independent Advocacy Agenda.

This flagship initiative, part of the TL-ABC Strategic Plan 2025–2030, will capture private sector priorities and propose practical reforms to strengthen the business environment between Timor-Leste and Australia. The Advocacy Agenda will serve as a professional, accessible reference document to guide TL-ABC’s advocacy efforts into the future.

Scope of Work

The selected consultant will:

• Engage with TL-ABC members and stakeholders to identify key challenges and opportunities

• Review relevant legislation, policies, and regional benchmarks

• Draft the Advocacy Agenda, including actionable reform recommendations and engagement strategies

• Prepare a 2-page policy brief and launch presentation to share the outcomes

Timeline

The consultancy will run from October–December 2025, with launch activities anticipated in early 2026.

Consultant Profile

We welcome proposals from individuals or firms with:

• Expertise in business environment reform, economic policy, or investment climate improvement

• Strong stakeholder consultation and facilitation skills

• Experience working with private sector organisations and government

• Familiarity with Timor-Leste or similar regional economies
